CHARLESTON — West Virginia’s sprawling penal system includes 15 correctional institutions managed by the Division of Corrections, 10 jails managed by the Regional Jail and Correctional Authority and 10 facilities managed by the Division of Juvenile Services. For years, the state has struggled to attract — and keep — an adequate cadre of correctional officers for its three penal agencies, all part of the West Virginia Department of Military Affairs and Public Safety.
