Federal jail officer pleads guilty in Manhattan inmate beating |

A former officer at a federal jail in lower Manhattan pleaded guilty last Monday to severely beating a handcuffed inmate in 2003. Edward Mulroney, 53, of Staten Island, was charged with violating the civil rights of the unidentified victim by using excessive force. He faces up to 10 years in prison at sentencing on Aug. 24. Prosecutors said Mulroney, then a lieutenant at the Metropolitan Correctional Center, attacked the inmate there on Aug. 22, 2003. The beating occurred while the victim was handcuffed, on the ground and restrained by two other officers, court papers said. The inmate suffered multiple fractures to his left eye socket and cheekbone. No charges were brought against the other officers. |
