| Reports: Sex offender ran gynecological clinic |

The state of Florida is investigating reports that a former gynecologist, who went to prison for trading drugs for oral sex with teenage girls, was running a gynecological clinic. He has not, however, been accused of examining patients. The links between Robert C. Brown and RCB Inc. Medical Clinic were disclosed last week when Brown and his office manager were indicted by a federal grand jury on charges that they conspired to commit health-care fraud. They also are charged with 12 counts of conspiring to make false statements and four counts of conspiring to commit mail fraud. Brown also is charged with 10 counts of money laundering. It was unclear whether Brown could work legally as a clinic owner or administrator. Brown is registered as a sex offender with Florida Department of Law Enforcement because he pleaded no contest to two charges of having unlawful sex with teenage girls in November 1996 and January 1997. He served 42 months in prison of a four-year sentence and remains on probation until Oct. 13, 2006. He also agreed to surrender his medical license. Debra Buchanan, a spokeswoman for the Florida Department of Corrections, said nothing in Brown's probation agreement prevents him from owning or serving as administrator of a medical clinic. Buchanan said the RCB Inc. Medical Clinic is at a different location than its corporate offices, where Brown worked. She said the information had been verified by Brown's probation officer. Brown made his initial appearance last week on the health-care fraud charges before U.S. Magistrate Monte C. Richardson. He was released on a $50,000 signature bond and had to pay $5,000 down. He was ordered to remain on home detention with an electronic ankle bracelet. The indictment alleges Brown, who worked as owner and acting administrator of the clinic, billed insurance companies for about $2 million in false claims from 2002 to 2004. If convicted of all charges in the 39-count indictment, Brown could face up to life in prison. |
