Wisconsin Department of Corrections reversing head scarf ban |

A day after a Muslim woman filed a lawsuit against the Wisconsin Department of Corrections for its policy prohibiting prison visitors from wearing head scarves, the department secretary said he was ordering a change in the policy. Corrections Secretary Matthew Frank said that after reviewing the complaint filed in federal court on behalf of Cynthia D. Rhouni, he was ordering staff to change the policy regarding visitor headwear to respect religious practice. The policy was adopted by the Division of Adult Institutions on Jan. 3, 2003, the day Frank was sworn in as secretary. Frank said he wasn't aware of the policy. Security will not be compromised by the policy change as the ban on gang logos and insignia will remain in effect, Frank said. Rhouni's attorney, David Lasker of Madison, said Rhouni was "very, very pleased" to learn of Frank's statement and was "a little proud of herself." While the policy announcement resolves one issue in the suit, compensation for Rhouni's "humiliation" at being told to remove her hijab remains unsettled, Lasker said. |
