CEDAR RAPIDS, Iowa (KCRG-TV9) -- In a news release, Linn County authorities said Alvin Brooks turned himself over to jail staff, Sunday. That's after he failed to return to the facility the day prior. PREVIOUS STORY: Linn County authorities are looking for an inmate who failed to return to the Linn County Jail, Saturday.
