Inmate flushes towels and blankets down toilet |

A charge of institutional vandalism will be filed against an inmate who allegedly flushed two wool blankets and eight towels down an industrial toilet at the Clarion County (Pa.) Corrections Facility the board of inspectors announced May 19. "That does cost the prison a great deal of money," said Clarion County Commissioner Donna Oberlander, chair of the county prison board. The inmate has been charged with the cost of the plumber's visit as well as the cost of the blankets and towels, Oberlander said. Oberlander said the cost of the plumber's service was approximately $180. Oberlander questioned whether a policy had to be put in place which clearly outlines to inmates that outside charges can filed against them for crimes committed during their stay at the jail. Warden Jeffrey Hornberger said a policy already exists and is clearly outlined the inmate handbook. "This was a problem years ago," Clarion County District Attorney Mark Aaron said. In the past the problem was handled in-house, but it didn't prevent the problem from reoccurring, Aaron explained. When the jail started to press charges, then the problem diminished, Aaron added. "This is the most severe one we've had," Aaron said. Oberlander told the board of inspectors the jail staff knew the towels and blankets were missing right away because the inmate was involved in a painting project. The inmate disposed of the dirty towels and blankets from the project down the toilet, Oberlander said. "It didn't make it into the main (sewage service) line," deputy warden Shannon Dugan said. When the inmate was asked why he did it, the inmate said after he flushed the first towel down "it was too much fun," Dugan said. Oberlander said the inmate confessed to the incident immediately. "The situation was rectified," Oberlander said. |
