| Grand Forks County considers jail expansion |

The need to expand the Grand Forks County Correctional Center isn't only about a lack of beds, according to Administrator Bret Burkholder. "It's more than just a space issue," he said. "The issue is that the facility was never built to deal with some of the population we have in here. Medical and mental health needs (are) big, and this is a perfect time to look at how we can address those." A study on the center that County Commissioners received in May shows a lack of space for medical care, a lack of single-occupancy cells, no mental health housing or medical infirmary. It also called the center "overcrowded" on a single-day "snapshot" of the center's inmate population taken in October of 2017, when the center was holding 218 inmates. That was fewer than the building's total capacity of 225 inmates (excluding holding cells), yet it was 38 inmates more than what the American Correctional Association recommends for "functional capacity."
