Ask Dan McDonald's friends and colleagues and they'll tell you he's anything but quiet. But the Los Angeles County sheriff's deputy was at a loss for words recently at the American Jail Association conference when AJA President Anthony Callisto, Jr. surprised him with the Outstanding Board Member of the Year Award, which McDonald earned as a result of his effort to create a Certified Jail Officer (CJO) program. McDonald said he was humbled by the award and proud of his contribution to AJA. Recently, The Corrections Connection Network News talked with McDonald about how he found his way into the corrections field and became involved with AJA. Q: How did you become interested in the corrections field? McDonald: I have been a deputy with the Los Angeles Sheriff's Department (LASD) for 20 years. It's something I always wanted to do. When I moved out to [California], it's the first agency I ever applied for on the west coast. I am from Pennsylvania, born and raised. My parents moved west and I had the opportunity to come out here. I was still in college at Moravian College, working part time and this was a great opportunity to come out west from a small town in Pennsylvania. I came out here and LASD was the first department that I happened to come across. When I moved into town, I happened to see their cars first. I was 22 when I moved here and I got hired just before my 23rd birthday. The first thing in our department is you go through an academy. Upon successful completion of the academy, you go to custody. After a certain term in custody, you go to patrol. I worked in patrol as a field training officer. I worked in the juvenile operations bureau, [which is] now called the safe streets bureau - it's the street gang unit. I was with that for three years and most of that time was spent in East Los Angeles. Due to budget cutbacks, they closed the unit temporarily. I was sent back into the custody division, where I worked as training deputy, setting up training to send our people to. While I was there, I applied for the unit I am currently in. I am now in the leadership and training division; the unit I am in is called custody division training. My unit provides the training for the department. They send their people to us and we do the training for them. It's about 40 different classes - anything from your basic report writing and your state-mandated classes. We do less lethal weapons and investigation classes. There is just a myriad of them. I have been with this unit for eight or nine years. Q: What do you like best about your job? McDonald: I absolutely enjoy training the newer people in the department. This is their first real look at our department. The quality of the training they get now will defintley shape what they are going to do in the future with their careers. They are like sponges. These guys are the ones that want to learn. They just got out of the academy and [want us to] teach [them] something [because they] want to get better at what [they are] doing. Q: What are some challenges you face on the job? McDonald: These people are new. Many of these people do not have any kind of background or career. They come right out of high school or some other private sector job into an entirely different career. It's an entirely different thought process. They don't have that background, so you really can't leave any stone unturned. You have to start with the basics at ground zero. [You need to start with the] broad issues of what the job is and, little by little, work into specifics. [You] can't give details first because they don't have a background to grasp [it] with. Q: What do you do during your down time? McDonald: Basically, I am busy watching my kids play all their different sports. I like to fish. I take a lot of trips [with] my wife and kids, just to get away. [And being part of] AJA is a pretty busy job in itself. I originally got into it through a class I went to in September of 2001. We went to an AJA class [for the] first time ever. I had run into some of the people from AJA and talked with them about what we do. I just forged the relationship. They asked my partner and I to come and do a class for them at one of their annual conferences in Milwaukee in 2002. We put on a training seminar jail training officer programs. Q: What AJA award did you receive? McDonald: It came from AJA President Tony Callisto, Jr. at the board meeting on Saturday, May 14, 2005. It's called the President's Award and is given by the president to the AJA board member of the year. When [Callisto] took office a year ago, he dedicated his year as president to line officers. That program that Tony wanted to see was something called the Certified Jail Officer [program]. This is an offshoot of certified jail manager - it's for the line officers. It was a brand new idea and Tony had asked me to basically work on this program with the jail managers certification commission. I flew from here to Baltimore four times in a 10 month period to [create] the CJO test. [We] bounced [questions] off local agencies. We gave staff possible test questions to see if they were equal to what a line officer should know. Professional Testing Corporation out of Manhattan put the test together. Within a year's time, we had the test up and running. It was just given [recently] at the [AJA conference]. It's also given around the country. [Becoming] a CJO is voluntary. It's part of a process called credentialing and focuses specifically on the individual. [It] is an indication of current competency in a specialized field. Those who become certified [have] distinguished themselves as individuals who have reached one of the highest levels of achievement in their field. Q: What does the award mean to you? McDonald: It means a lot to me. It took me completely by surprise. I'm usually not speechless, but I definitely was there. Tony put his faith in me in this. I felt like I accomplished something for the organization. This program leads right into the certified jail manager program that AJA already has. These people are going to be the people who are going to be the certified jail managers years down the road. Q: What advice do you have for folks working in the corrections field? McDonald: It definitely takes a commitment. The public does not have much knowledge of [this field]. It's kind-of the dark side of law enforcement. Society has said OK, these people are yours. Here they are. There's really nothing [said] about it until you hear something has gone wrong. People don't know what goes on back there. People don't know what is expected back there. Think of all the different jobs that have certification processes. There's certification processes for dog groomers, but there's never been a certification process for someone working in a jail. Now, all of a sudden, we have that and it lends that professionalism [to corrections]. It elevates the profession. The more education they have, the better they are going to do at their job. Learn as much as you can before you go into it and, once you're in it, keep learning because the field changes so often. |
