Bill allowing condoms for inmates approved by Assembly |

Legislation that would allow health agencies and nonprofit groups to distribute condoms in California prisons has been approved by the state Assembly. Supporters say the bill by Assemblyman Paul Koretz of West Hollywood would help prevent the spread of AIDS. But opponents say it would encourage inmates to break the law by having sex behind bars. One supporter, Assemblywoman Jackie Goldberg of Los Angeles, says inmates have unprotected sex in prison despite the ban and then often transmit H-I-V to their wives and girlfriends when they get out. Koretz says similar programs have worked well in Europe, Canada, Australia and other U-S states and cities. |
