State prison inmate accused of killing cellmate sent for psychiatric evaluation |

SAGINAW, MI – An inmate of a Freeland-area prison accused of bludgeoning his cellmate to death is to undergo a psychiatric evaluation before his court case can proceed. A Saginaw County District Court judge in late May signed an order to have 20-year-old Anthony D. Shacks Jr. sent to the Center for Forensic Psychiatry in Ypsilanti. Staff there are to assess Shacks’ competency to stand trial and criminal responsibility. Gauging competency means determining if a defendant’s current mental or emotional state is fit enough for trial, to the extent he or she understands the charges against them and their constitutional rights. Criminal responsibility assesses if a defendant should be deemed responsible or not for the alleged crime based upon their mental or emotional state when the offense occurred. Read More. |
