NASHVILLE, Tenn. (OSBORNE) -- Tennessee is preparing to execute a convicted double murderer who’s been sitting on death row since 1987. Fifty-seven-year-old Stephen West is scheduled to die on August 15. West was convicted in the 1986 fatal stabbing of Union County residents Wanda Romines and her 15-year-old daughter, Sheila.
