Officials seek help in finding offender who walked away from Alternative Custody Program

SAN FRANCISCO – California Department of Corrections and Rehabilitation (CDCR) officials are seeking help from the public in finding an offender who walked away from the Alternative Custody Program (ACP) in Pacifica on July 27.

Michael Baker, 37, was last seen on the 2000 block of Mission Street in San Francisco at noon on July 29. Baker is a white male, 5 feet, 9 inches tall, weighing 196 pounds with short strawberry blonde hair. He has a tattoo of a star on the right side of his neck.

Anyone with information about Baker’s whereabouts is asked to call 911 or Office of Correctional Safety Special Agent C. Chua at (510) 750-8000.

CDCR officials were initially alerted that Baker had tampered with his electronic monitoring device at around 4:40 p.m. on July 27. Notification was immediately made to local law enforcement, and agents from CDCR’s Office of Correctional Safety were also dispatched to find Baker.

Baker was received from Los Angeles County Aug. 28, 2018 with a two-year sentence for transporting/importing a controlled substance. He received an additional two-year, eight-month sentence for carrying/concealing a dirk or dagger, a second-strike offense to run concurrent to the first sentence. Baker began participating in ACP this month and was scheduled to be released in March 2020.

ACP is a voluntary program developed for eligible offenders that allows them to serve up to the last 12 months of their sentence in the community in lieu of confinement in state prison. Eligible participants may be housed in a private residence, a transitional care facility or a residential drug or other treatment program.

Since 1977, 99 percent of all offenders who have left an adult institution, camp or community-based program without permission have been apprehended.
