Florida DOC seeks $89 million for pay raises, return to 8-hour shifts |

Florida Department of Corrections (DOC) Secretary Mark Inch wants the Legislature to approve $60.6 million in pay raises and a $29 million “pilot” program to return at least a third of the state’s corrections officers to eight-hour guard shifts beginning next July. Inch, appointed as DOC chief in February, presented his proposed fiscal year 2021 budget request Wednesday to the Senate’s Appropriations Criminal & Civil Justice Subcommittee. He said the stress of 12-hour shifts for corrections officers have spurred a 150-percent increase in turnover, a 67-percent spike in violence – including a 46-percent escalation in inmate attacks on staff and a 54-percent surge in use of force by guards – and a 549 percent explosion in overtime costs since they were implemented during the 2013 fiscal year under Gov.
