The Illinois Department of Corrections is admitting it failed to have Christopher Hanson, charged with raping an 18-year old jogger, classified as a sexually violent person.
Hanson has two previous sexual assault convictions. The classification could have retained him in a state institution.
Instead, he was released last November and on June 6 allegedly attacked a female jogger in Libertyville Township.
The victim, whose throat was slashed, reportedly identified Hanson from police photos.
