Inmate rapes while on work release |

A Jefferson County (Ky.) Corrections inmate, out on work release, is back behind bars after police say he attacked and raped his ex-girlfriend. The suspect was arrested in Shively after he broke into her home. Under judge's orders, an inmate at Jefferson County Corrections can leave for up to four hours to look for a job. But according to Shively Police, Robert J. Carter -- who is serving time for domestic violence -- didn't go out looking for work. They believe he went out looking for his victim. "A person is incarcerated for a reason," said Shively Police Chief Ralph Miller, "and they are given that opportunity to do some type of job search." After spending time in jail for domestic violence, terroristic threatening and violating probation, a judge gave Robert Carter a second chance recently, granting him work release. But Shively Police say Carter used his time away from Jefferson County Corrections as a second chance to try and see his ex-girlfriend. Chief Ralph Miller says Carter broke into her home on Kendall Avenue last Tuesday morning and "attempted to forcibly rape her. She was able to get away and she notified police." Miller says Carter was under the influence of drugs, and taken to University Hospital for treatment. Shively Police later charged Carter with burglary, assault and rape. Though this is the first time they've arrested Carter, police believe he has tried this before, "It's a possibility that he may have been to this particular victim, maybe within the last month, but he wasn't there when police arrived." While a Metro Corrections spokeswoman says victims are notified about releases, Miller says it didn't happen in this case. |
