Rock County Jail inmate locks himself in room

Sheriff's deputies had to beat down a steel door at the Rock County (Wis.) Courthouse last Tuesday after an inmate locked himself into a makeshift conference room.
Leo E. Hertel, 66, of 515 E. Weirick Ave., Beloit, was talking to his attorney in a storage room turned into a conference room before his mental competency hearing last Tuesday afternoon. When his attorney, Derrick Grubb, stepped out, Hertel locked the door, Rock County Sheriff's Sgt. Patrick Lalor said.
Deputies tried to open the door using their keys, but Hertel apparently held the lock lever on the other side, bailiff John Scott said.
The door hinges were inside the conference room, too.
Lalor said deputies tried talking Hertel into opening the door, but he refused.
Deputies tried spraying pepper spray under the door, but it had no effect.
Eventually, Lalor authorized deputes to beat down the door to get Hertel out.
"They were making a lot of noise," Scott said.
The room is in a hallway leading to Judge Alan Bates' courtroom, so court had to be relocated to a different courtroom, Lalor said.
About 50 minutes after Hertel locked himself into the room, deputies had the door broken down and Hertel in custody. Lalor said it took several deputies to get Hertel under control.
Hertel was arrested on a charge of disorderly conduct.
Hertel already was being held at the Rock County Jail on charges of mistreating an animal and disorderly conduct. He is accused of beating a dog with a baseball bat, cracking the dog's skull, breaking its jaw and dislodging an eye.
