| Prison being refitted for women |

A private Eastern Kentucky prison yesterday began preparing its recently returned corps of security officers for a kind of sex-change operation. The Otter Creek Correctional Center at Wheelwright in Floyd County shut down June 4 after operating for a dozen years as a men's prison, but it will reopen on Aug. 16 as Kentucky's second women's prison, corrections officials said yesterday. Urinals are being replaced with toilets and shower areas are being "re-engineered to make them more female specific," said new Warden Joyce Arnold. About 30 new female officers are being hired and trained to augment 44 veteran security officers, all but three of whom are males. Initially, 400 women inmates will be transferred from the overcrowded Kentucky Correctional Institution for Women at PeWee Valley in Oldham County, a 723-bed medium-security prison, Arnold said. The owner of the Wheelwright prison, Corrections Corporation of America, based in Nashville, is negotiating with the state of Hawaii, which sent a delegation to inspect the Floyd County facility. "They're talking about a facility for 80 inmates," Arnold said. "It's still in the talking stages, but we do have space for them." Hawaii houses about 1,500 inmates on the U.S. mainland because it lacks the prison beds to hold them. Otter Creek, which opened in 1993 and became a men's medium-security prison, was closed this year after the state of Indiana withdrew prisoners because Indiana built two new prisons. Most Otter Creek staffers were transferred to other CCA prisons until the company signed a new state contract. John Rees, commissioner of the state Department of Corrections, said earlier that Kentucky's women's inmate population had risen by nearly 1,000 in the past year because of drug-related convictions. Arnold was deputy warden for eight years at a women's prison in Gadsden County, Fla., before taking the Eastern Kentucky job. |
