| New jail may not be ready for opening day |

It is millions over budget and already over a year late in completion, but the new Ulster County, N.Y., jail is expected to be declared finished by the end of September. Ulster County Sheriff J. Richard Bockelmann says completion of the Law Enforcement Center does not mean they can move inmates in that day. Bockelmann has released his plan for moving inmates from the old County Jail on Golden Hill to the new jail, about a quarter-mile away. The sheriff says many issues must first be addressed before the New York State Commission of Corrections will allow them to house even one inmate. "While we have been working hard to address every issue that we can before the completion of the building some tasks can not be accomplished until such time as the building is completed and all systems are in place," says the sheriff. Some of these issues are: A complete shakedown of the building must be completed to insure the facility is free of items that might jeopardize security. Staff must become familiar with the facility Security system training must be given to the corrections officers to insure std is proficient with the operations of those systems Provide training to outside agencies such as the Kingston Fire Department, who must also become familiar with the building and firefighting systems. Probation and other criminal justice agencies must become familiar with the facility layout and protocol in work areas EMS and Ambulances must be trained in response to this facility and its protocol A full satisfactory inspection must be completed by the New York State Commission of Correction before one inmate is allowed to be transferred into the new facility. To date, Bockelmann says, they have addressed many issues to shortcut this process as much as possible, including staffing, inmate rules, policy and procedures and some employee building familiarization. |
