Former CO sentenced in sex case

A former officer at Wisconsin's Ellsworth Correctional Center has been sentenced to 20 years in prison on two counts of having sex and sexual contact with female inmates.
Department of Corrections Secretary Matt Frank has said the charges on which David L. Elsinger, 46, of Racine, was sentenced Tuesday by Racine County Circuit Judge Dennis J. Barry were the first filed under a new state law prohibiting sexual contact or intercourse between prison officers and inmates.
Elsinger said at the sentencing hearing that he was sorry for what he had done.
"I wish I could change what happened, but I can't. I had no control (over) what I did," he said. "I understand I have to pay for what I did. I'm not saying that it was consensual, but I didn't prey on them."
The judge said Elsinger was in the mindset that the rules did not apply to him and that he could take advantage of female inmates without having to face consequences.
Barry said he hoped the sentence Elsinger received will set a precedent for other correctional officers.
"Anyone out there who's thinking about doing this needs to know the law won't tolerate it and there will be a substantial penalty," he said.
The judge ordered that, after Elsinger is released from prison, he serve an additional six years on extended supervision.
