Area civil rights groups are seeking information after a 65-year-old Lincoln Park man died in Escambia County, Fla., Jail. The Florida Department of Law Enforcement is investigating the death of Robert Boggan, of the 1300 block of Portland Street, who was found unresponsive in a restraint bed about 11:50 p.m. Aug. 29 in the jail's medical dormitory. Emergency medical personnel arrived minutes later, and Boggan was pronounced dead shortly after midnight, said Steve Desposito, assistant special agent in charge at FDLE's Pensacola office. Boggan, a trucker who logged 1,000 miles a week, had no criminal record before he was arrested Aug. 19 after a bizarre incident at the Dollar Tree, adjacent to Wal-Mart on Pensacola Boulevard. Sheriff's deputies were called to the store after a man walked into the store with a handgun tucked into his waistband, Escambia County Sheriff's Office reported. Store employees told deputies the man then walked into the inventory area and began knocking over boxes and merchandise. When store personnel asked if he was OK, the man pointed the gun at them and threatened them, the Sheriff's Office reported. Boggan later was arrested in the parking lot and charged with aggravated assault with a deadly weapon and criminal mischief. The FDLE is investigating Boggan's death because it occurred in a correctional facility, said Dennis Williams, Escambia County Jail director. The investigation is part of a procedural agreement between the agencies. Elvin McCorvey, president of the Pensacola chapter of the NAACP, said Boggan's family members want to know what happened. The Medical Examiner's Office conducted an autopsy, but the cause of death is pending toxicology results, forensic investigator Karen Harvell said. Results won't be released until the FDLE completes the investigation. |
