The Iowa Court of Appeals has restored parental rights to a woman about to be released from prison. The decision came after her two children were shuttled through a series of foster homes. The mother, identified in court records as an illegal immigrant, says she wanted to return to live with her sister in Mexico. The Appeals Court says her criminal record shouldn't permanently disqualify her from being a parent. The case underscores the struggles officials face in dealing with children who are jerked from the home and often struggle in the state's foster care system. |
