One of eight Wisconsin students wearing white lab coats, Paula Szymkowski pored over a manual Wednesday while she painstakingly designed a partial dental plate. As in other dental technology training centers, students in the classroom lab spend hours learning denture fabrication, tooth anatomy and terminology in preparation for a career. Unlike other dental students, the women wear prison greens under their lab coats and count the days until their release. The women at Taycheedah Correctional Institution (TCI) are part of a pilot program developed by the Wisconsin Department of Corrections (DOC) in partnership with the state Department of Workforce Development (DWD) and Moraine Park Technical College (MPTC). Besides teaching inmates a living-wage skill after they're released, the dental lab training technician program could save money for state taxpayers. Officials are hoping inmates trained through the program will one day produce dental appliances for all prisoners in the state system, a job that's currently contracted with an outside agency and costs the DOC about $100,000 each year. To be eligible for the program, inmates must have a high school diploma or its equivalent, reading skills between a seventh- and ninth-grade level, good conduct and a release date within 36 months after the training is completed. DWD Secretary Roberta Gassman said the program is a good example of Gov. Jim Doyle's directive for collaboration among departments with the goal of reducing costs and shoring up the state's future labor force. After they're released, officials hope the women will be able to find jobs paying anywhere from $10-15 per hour on the low end of the pay scale to as much as $20 an hour on the high end. The eight students currently enrolled in the program should be completing the Moraine Park portion by the end of October. Students will continue to earn apprenticeship hours while producing dentures as part of the program's production phase. They can also earn hands-on credits through work for dental labs that take part in the DWD program while the inmates are on work release at a minimum-security facility or after they are released to the community. Another 10 students from the group of 738 inmates currently housed at the prison will begin the program in a few months. |
