Judge Orders Take Over of DOC Health System
By Associated Press
Published: 10/05/2005

According to U.S. District Judge Thelton Henderson, California corrections officers did not do their part to improve health care for prisoners, following an agreement officers had with the state. Now, Henderson has ordered a federal takeover of the health system. Henderson released his report on the issue Monday afternoon.

In 2001, California officials had agreed to develop a better health care system for inmates following a class action lawsuit was filed by prisoners. However, Henderson found that California jails had been ignoring the necessary medical needs of the incarcerated.

Henderson wrote a 53-page report that detailed haphazard medical record-keeping and unsanitary facilities. According to Henderson, officials also ignored part of the agreement to closely watch prison deaths, citing that one inmate dies every seven days because of long-standing failures on the part of the system.

Henderson added that the small amount of progress that California correctional facilities had made was slow.
