SC Director Explains Prison Escape

For the past week, South Carolina corrections director Jon Ozmint has refused on camera interviews in an effort to talk with him about last Tuesday's escape from Broad River Correctional Facility. Ozmint finally spoke to his boss, Governor Sanford and others gathered at the governor's cabinet meeting.
"What went wrong was we had two officers working that unit After the breakfast feed, we do a 7:15 count," said Ozmint. "Did the 7:15 count. It cleared. It shouldn't have cleared because you're supposed to count flesh."
It's "living, breathing flesh" to be exact. But that wasn't the case. It seems Jimmy Causey and Johnny Brewer had help from other inmates.
"And they made some fake heads out of toilet paper, that kinda thing," said Ozmint.
 He believes Causey and Brewer planned in advance: watching the dumpster, getting the routine down pat and waiting for their chance to get out.
"They knew that we weren't compacting the trash like we ought to, which was probably driven by the fact that the dumpster wasn't full," said Ozmint. "So they knew even if on a given morning they hid in the trash, as long as the dumpster's not full, that 9,000 lbs. per square inch was no gonna hit 'em."
Then there are the budget cuts. Ozmint said 800 prison jobs have been lost in the last five years. There used to be someone at the trash compactor and the loading dock, but not that day. "That used to be a posted position and the funds for that position don't exist anymore," he said.
However, Ozmint said procedures for crushing garbage have already changed at all of the correction facilities around the state. He just needs to work on getting more security for vulnerable areas like the loading dock.
