No Liability in Inmate Death

According to Harrison County Attorney Judson Frisk, Christopher Lynch of Missouri Valley, died from a combination of medications and a heart condition. Lynch, 27, was a Harrison County Jail inmate, Aug. 20, when jailers found him dead in his cell. He had been brought to the jail the night before after his arrest for failing to appear in court on an overdue dental bill.
Autopsy results released last week indicated Lynch had a 50 percent blockage in one artery and was taking several prescription medications and one that was not his. The prescription names were not released.
Frisk said the Division of Criminal Investigations has completed its report on Lynch's death. He said his office is working with the Iowa Attorney General's Office and is fully reviewing the report.
Frisk said he and Assistant Attorney General Charles Thoman have determined there was no criminal liability in Lynch's death. He said the jailers followed the county's state-approved protocol for checking on inmates. Iowa Department of Corrections Chief Jail Inspector Mike Richards said Harrison County's procedures are in compliance with state requirements. He said inmates must be personally observed each hour and the jailer must walk by the cell and make sure the inmate is breathing and having no problems.
Lynch's parents questioned whether checking on their son shouldn't have revealed the dangerous condition of his health prior to his death.
