Four inmates who escaped from N.C. jail captured

All four inmates who fled from the Hoke County Jail in North Carolina were back in custody Tuesday, one week after they escaped.
Three of the inmates were captured Tuesday near Atlanta, officials said. A fourth escapee was captured last Wednesday.
Also Tuesday, officials arrested the mother of one escapee. She faces two felony counts of harboring jail escapees, a sheriff's deputy said.
Chief Deputy Troy McDuffie said Christopher Damien Handon, 22, was captured at a restaurant off of Interstate 85 in Cobb County, Ga.
McDuffie told The Fayetteville Observer that he expected Handon to be extradited back to the jail by the end of the week.
Hector Noel Mojarro Frausto, 23, and Steven Ray Locklear, 20, were also caught Tuesday night at a home in a Hispanic neighborhood in suburban Atlanta, authorities said.
An extradition hearing for the men is scheduled for Wednesday in Cobb County Court, Peterkin said.
The first of the four inmates to be arrested was John Shannon Phillips, 31, who was captured last Wednesday in Hoke County after attempting to shoplift, authorities said.
Hoke County officials Tuesday also arrested Annette Locklear, 42, the mother of Steven Ray Locklear and she faces two felony counts of harboring jail escapees - her son and Handon.
The sheriffs office believes Locklear fled to his mothers home after using blankets to climb out the window of the jails annex.
Mutual finger-pointing ensued from the moment of the jail break. The head of the agency that inspects jails in North Carolina has said he warned Hoke County officials recently about staffing problems at the crowded jail.
Sheriff Hubert Peterkin also said he had informed the County Commissioners office of a need for more staffing.
The inmates were in the jails annex, which is built to hold about 40 inmates. It typically holds more, Peterkin said. He said the jail and the annex are built for about 71 inmates but regularly house 90 at a time.
A jailer is supposed to be stationed in a booth across from the annex, but no one was in it at the time of the escape, Peterkin said.
