South Carolina's Beaufort County Detention Center may begin selling telephone calling cards to inmates. County officials are considering adding the cards for inmates to phone family and friends without calling collect. The cards could be purchased in amounts of $10 or $20. Part of the reason for the change is the increased use of cellular phones instead of landlines. Cell phones generally don't let customers accept collect calls. Phil Foot is the detention center's interim director. He says, "We're just trying to catch up with technology." The county gets a 40 percent commission on all collect calls made by inmates. Beaufort County has earned nearly $61,000 in such fees this year. The money is used to run the jail. Inmates now pay $1.09 for a ten-minute local call. The proposed phone cards come with a 45-cent per minute nationwide rate. So the same local call would cost $4.50. |
