| Report Cites Disarray at Va. Jail |

A report released last week by Virginia Mayor L. Douglas Wilder's Commission on City Jail Issues details conditions inside the jail and shortcomings in its previous administration that jeopardize the health and safety of inmates and deputies on a daily basis. The list of deficiencies included a lack of searches of inmates and some visitors, unsecured storage of hypodermic needles and insufficient screening of medical records. "I stepped into a hornet's nest," said Woody, who took over as sheriff last week after defeating three-term Democratic incumbent Sheriff Michelle B. Mitchell in November. The report, put together by the commission headed by Richmond Police Chief Rodney Monroe, advocates a new, state-of-the-art jail facility. Richmond's current jail was built more than 40 years ago. Its capacity of 882 inmates is routinely exceeded by more than 500. The report estimates necessary renovations to the jail and its crumbling infrastructure could cost between $15 million and $20 million. The report states that it is an "interim report" because commission members were denied entry to the jail two days after Mitchell lost her re-election bid and subsequently received no more cooperation from jail staff. |
