Manslaughter Charge Likely for Inmate

An Ottawa County inmate is accused of fatally injuring another inmate Sunday night by ramming his head into an Oklahoma jailhouse wall during an argument about noise the night before. Charles Jackson Bowes, 25, of Commerce, is expected to be formally charged today in Ottawa County District Court with first-degree manslaughter in the death of Frank Crownover, 51, of Miami.

Crownover was jailed Jan. 4 and was awaiting extradition to Buchanan County, Mo., where he was charged with failing to pay child support, a felony. He had no pending charges in Ottawa County. Bowes was jailed Nov. 9 on felony charges of first-degree rape by instrumentation, sexual battery and burglary. Rape by instrumentation is defined in state law as an act in which an inanimate object or any body part, not amounting to sexual intercourse, is used in the anal or vaginal penetration of another person without his or her consent.

Sheriff Dennis King said Tuesday that Bowes and Crownover did not know each other, although both had been in the Ottawa County Jail before. The men fought over noise that Bowes and another inmate made the night before that kept Crownover awake, according to court documents.
