Prison commissioner to limit work release after inmate arrest

Alabama Corrections Commissioner Donal Campbell reacted to the arrest of a work-release inmate by saying that he will soon stop private individuals from checking out work-release inmates for jobs.
Campbell announced the change after a Montgomery work-release inmate was arrested a week ago while driving around Wetumpka in a U-Haul truck stolen from Troy. William Clarence Denson, 49, was jailed on charges of receiving stolen property, possession of burglary tools and resisting arrest.
The inmate from the Mount Meigs Work Release Center had been serving time for receiving stolen property and theft of property. He had been on work release about a year and a half.
Denson had been checked out by a Montgomery real estate executive to work on a boat motor after he worked on another man's tractor.
Department of Corrections policy has allowed individuals as well as businesses to use work-release inmates, but Campbell said he plans to limit the program.
Work-release prisoners are allowed to perform work in civilian clothes in the free community and return to work-release centers at night. They are supposed to earn a market wage based on their skills. The prison system keeps 40 percent of their wages.
In September, 3,009 of the state's 27,700 inmates were on work release, said Brian Corbett, prison system spokesman.
Corbett said the Department of Corrections checks to ensure that those who use work-release inmates are legitimate employers.
