A third King County, Wash., jail officer has been charged with first-degree custodial sexual assault, this time involving two Washington women. Harland D. Richmond, 36, engaged in sexual activity with two inmates in October, according to charges filed last week by prosecutors in Superior Court. He has been placed on administrative leave pending arraignment next week. Richmond, the son of a retired member of the sheriff's command staff, could face 15 to 20 months in prison and a $10,000 fine if convicted, according to a news release from the prosecutor's office. Three women being held in the downtown jail told investigators Richmond offered them drugs, extra food and other favors in exchange for sex, and he then moved them to different cells and engaged in sex with two of them, investigators wrote. One was placed in a cell that was "a bit isolated from others on one end of the (jail's) living unit" and had sex there with Richmond that night, police Detective Keith Savas wrote. Similar charges were filed in December against two other officers involving a different inmate. Cedric Darnell McGrew, 40, was accused of coercing a woman into performing a sex act and Louis Gano Laurencio, 45, of inappropriately touching the same woman and photographing one of her breasts, both in May. |
