A 28 year-old California man with a history of mental illness found hanged in his Contra Costa County Jail cell in August committed suicide, a jury decided last week. The jury reached its decision about the death of Robert Clothier in five minutes after hearing testimony from a sheriff's deputy who arrested him and another who worked in the jail at the time. Contra Costa County Sheriff's deputies had arrested Clothier on July 26, 2005, during a domestic disturbance at his home in unincorporated Walnut Creek. That night he had jumped through a front window of the home he shared with his parents, Deputy Kevin Lee testified. Deputies brought him to the hospital and then booked him into County Jail in Martinez where he remained on suicide watch in an "observation room" until Aug. 1. County mental health department treatment specialist Margaret Blush testified she authorized deputies to stop checking on him every 15 minutes on Aug. 1. Deputies moved him into the general population of a ward reserved for people needing medical or psychological attention. Deputy Matt Foley said he found Clothier later that day hanging from a noose -- a bed sheet tied on a bunk bed. Inquests following any fatal incident involving police, such as shootings involving police officers or an in-custody death. A jury determines whether the manner of death was natural, accidental, suicide or at the hands of another person. After the hearing, Clothier's parents, Gregory and Ann Clothier, said their son had bi-polar disorder and had attempted suicide several times in the past. |
