| Two Strikes Bill Considered for Serious Sex Offenders |

A new Wisconsin bill dealing with first degree sexual assault could be called "two strikes, you're out" legislation. Under current state law, second time first-degree sexual assault convictions can mean a lengthy prison term, followed by extended supervision. But Appleton Republican, Representative Steve Wieckert, wants judges in such cases to have another option for sentencing -- life in prison. Wieckert says national statistics show sex offenders repeat at a rate four times higher than the general prison population, and the majority of serious repeat offenders reoffend. in the same state where they committed that first crime. He says that statistic is borne out in Wisconsin's prison population, where 485 first degree sexual offenders are currently incarcerated, about ten percent of whom are repeat sex offenders. Wieckert's bill received a hearing last week before the Assembly Committee on Criminal Justice and Homeland Security. |
