Calif. Transfers Inmates

Jailers have accelerated transfers of county inmates to state prisons in an effort to break a cycle of racial violence behind bars that has left two black prisoners dead, sheriff's officials said Monday.

The outbreaks of fighting between Hispanic and black prisoners also triggered demands by activists for an FBI investigation, removal of black inmates from the lockup where the trouble began earlier this month with a riot, and better management of a huge jail system that houses more than 18,400 prisoners.

About 200 inmates, mostly parole violators and others awaiting transfer to state prison, have already been moved out, and another 400 were to be transferred this week, said Los Angeles County sheriff's Chief Marc Klugman, who oversees the jails. Such transfers normally take weeks, he said. The impact of the transfers was not known. Officials of the California Department of Corrections were not immediately available Monday because of a state holiday.

Violence erupted Feb. 4 when up to 2,000 inmates rioted at the Pitchess Detention Center's North Facility in northern Los Angeles County. A black inmate was killed. Smaller fights followed there and in other jails. On Sunday, an inmate collapsed and died after a fight at the downtown Men's Central Jail. The dead man was one of two black inmates who fought with four Hispanic inmates in a cell.

"This will run its course," said Klugman. "We just have to work our hardest to make sure no one else gets hurt."

Sheriff's officials segregated blacks from Hispanics in the dorms of the Pitchess facility, but have not implemented the separation systemwide. The U.S. Supreme Court has ruled separating prisoners along racial lines is illegal except in extraordinary circumstances.
