Jailer Fired After Alleged Assault

Washington state's Spokane County Sheriff Mark Sterk fired a jail deputy Tuesday after the corrections officer was arrested and accused of assaulting a sleeping inmate with pepper spray. Steven P. Skinner, 36, was booked for investigation of third-degree assault last week after an internal investigation alleged he had sprayed an inmate with the choking defensive spray, spokesman Cpl. Dave Reagan said.

The 29-year-old inmate was in jail on a disorderly conduct charge and had been yelling and attempting to flood his cell by stuffing items in the toilet and repeatedly flushing it, Reagan said.

But the inmate had quieted down and was sleeping when Skinner is accused of spraying his cell, Reagan said. The victim did not report the incident to jail supervisors and Reagan said complete details were not known until Feb. 9, when Sterk placed Skinner on administrative leave and launched a criminal investigation. Skinner's termination came as another investigation continued into the death of a 39-year-old inmate after a fight with corrections officers in his jail cell last month.
