Ex-Ky. official cleared in sex abuse case

Kentucky's former juvenile justice commissioner was acquitted last week after a second trial on sex abuse charges.
Ralph E. Kelly was found innocent of forcible touching and sex abuse charges following a three-day trial. He faced up to a year in jail if he had been convicted.
Kelly, 66, was arrested in September 2002 at a New York City hotel after one of two men with whom he was traveling told police Kelly had touched his genitals.
Kelly denied the charge. His first trial ended in a deadlocked jury.
Stephen Flamhaft, Kelly's lawyer, had argued that the accuser was drunk, nauseous and nearly asleep when he imagined Kelly had touched him.
Kelly was New Jersey's director of juvenile services for two years before leaving for Kentucky. Before that, he was deputy commissioner for juvenile justice in New York City.
He was forced to leave his $91,000-a-year position in Kentucky after the sex charges became public.
