| Mont. Prison Bill Heads to Governor's Desk |

A bill that would let Montana's private prison take out-of-state and federal prisoners cleared its last hurdle Wednesday before going to the governor's desk. The House voted, 63-37, to accept changes made in the Senate to House Bill 451, by Rep. Edith Clark, R-Sweetgrass, to allow Crossroads Correctional Facility in Shelby to take out-of-state inmates. The Senate removed a provision that would allow the private prison to take out-of-state inmates only for the next two years. The state's only private prison can house only Montana inmates by state law. In recent months, the state has been drawing prisoners out of the facility, however, in an effort to save money. Now, officials at the private prison say they don't have enough inmates to pay their bills, are losing money and may have to close. Clark sponsored the original bill that banned out-of-state inmates in the 1999 legislature. Since then, she said, residents of Shelby, as well as the state, have seen how well the private prison functions and have changed their minds on the matter. |
