Mass. To Spend More On Prisons Than Higher Education

Massachusetts is spending more on prisons than on higher education this year for the first time in decades, according to the Massachusetts Taxpayer Foundation.
In fiscal year 2004, which began in July, Massachusetts is scheduled to spend $816 million on its 29 university and college campuses, compared to $830 million for prisons and jails.
Higher education spending has dropped from 6.5 percent of the state's total budget in 1988 to 3.5 percent in 2004. Since 2001, higher education spending in Massachusetts has dropped $293 million, or 27 percent, the report found.
Corrections spending, on the other hand, has grown an average of 1.3 percent a year from 2001 to 2004.
The Legislature and governor faced a $3 billion deficit going into the 2004 fiscal year due to a steep decline in state revenues. This led, in turn, to cuts in many state programs, including higher education.
The report found that the controversy surrounding Gov. Mitt Romney's efforts to oust William Bulger as president of the University of Massachusetts "obscured not only the gains that have been made throughout the (UMass) system but also the huge cuts in appropriations" in higher education.
"The resulting disarray in the system is profound, with campuses unable to honor previously negotiated faculty pay increases, long overdue capital improvements put on hold ... and tens of thousands of students and parents scrambling to deal with unexpected hikes in tuitions and fees," the report stated.
