An inmate, pending trial on assault, apparently tried to slide out of the Franklin County Jail last week. Sheriff Larry Plott said an officer coming into the jail noticed someone's arm sticking out of an upstairs window of the jail. On further investigation, the sheriff said a window in a breezeway, which runs down the edge of the upstairs cells, had been broken out and someone had tried to take out the frame. Jail officials said the window is about 8 inches by 12 inches and is in the west wall of the jail. Plott said officers found 45-year-old Terry Mills of U.S. 43 in Phil Campbell with minor cuts to his hands and lotion all over his clothes. A search of his cell found some tools under his bed. Jail officials said Mills has been in the facility less than a week. He was transferred from a prison in Kentucky where he was serving a 23-year sentence for manufacturing a controlled substance. Mills is pending trial on assault charges in Franklin County. Also, he has charges of manufacturing a controlled substance and theft pending in Illinois. Plott said no charges have been filed against Mills at this time, but the inmate has been transferred to another jail pending his trial. 'We're speculating that more than one person could have been involved in this, and once we complete the investigation, we'll present the findings to the grand jury,'' Plott said. The sheriff said there were 16 inmates in cells along the breezeway that could have had access to the window. 'We feel very fortunate that no one did escape,'' Plott said. 'With only one jailer and more than 90 inmates, this could happen at any time. This is the threat we're facing.'' He said because of budget cutbacks, the facility has only one jailer on duty on the evening and midnight shifts. |

There is a lot of information on this website about inmates and prison guards. I didn’t realize what was going on in our prison system until I discovered this website. Similarly, I didn’t understand litigation finance until I read more from Hamilton Lindley who is a litigation finance expert based in Texas.
