A Wisconsin prison inmate serving six years in prison for a carjacking is accused of trying to hire someone to kill a witness in the case against him. Glenn D. Parnell, 37, of Milwaukee was charged with the felony of solicitation to commit intentional homicide for allegedly planning and attempting to hire another inmate to kill a woman who testified against him in his Milwaukee County trial earlier this year. A criminal complaint filed in Dodge County Circuit Court says Parnell told his cellmate he wanted to kill the witness because he feared she would testify against him again if he appealed his conviction. She was the lone witness in the case. 'He not only voiced his desire to have the female victim taken out of the picture, but he reportedly drew a map on how to find her home, including instructions on how to make a silencer for a weapon along with providing a physical description of the woman,' said Dodge County Asst. Dist. Atty. Bill Bedker. Bedker said prosecutors can secure a conviction for murder-for-hire in Wisconsin without showing that anything of value was exchanged. 'All that needs to transpire is for information about the victim and the crime to be committed be provided to a third party with instructions that they want them done away with,' he said. Parnell also allegedly gave the same information to the cell mate's partner on the outside - an undercover Milwaukee County Sheriff's officer. Inmates are advised that all outgoing phone calls are recorded and documented, and an automated recording reminds inmates at the beginning of each call that they are being recorded, Bedker said. Parnell is scheduled to appear in court Dec. 9. |
