Georgia Jail Staffers Face Inmate Sex Scandal

Two female employees at Douglas County, Ga., Jail are accused of having improper sexual relations with inmates. Both have been fired and they are expected to turn themselves into authorities.

County Sheriff Phil Miller said last week Velverly Arnold, a corrections officer, was seen walking into a supply storage area with a male prisoner at the jail. A sergeant discovered them having sex.

During the investigation, deputies learned of 61-year-old Shirley Billinger -- a cook at the jail -- who also allegedly had sex with male inmates.

Miller said the women had been with the department for eight years and described them as excellent employees.

The incidents were thought to have been going on for a couple of months.

The pair face felony charges that carry sentences of one to three years in prison.
