| More Than 50 Bexar Jail Inmates Transferred |

Faced with a crowded jail and a mandate to comply with state jail standards, Bexar County, Texas, Sheriff Ralph Lopez has authorized the move of 53 female inmates to a Guadalupe County facility. The Texas Commission on Jail Standards has cited the county for having an overcrowded jail with some inmates sleeping on the floor and for not keeping a proper guard-to-inmate ratio. Deputy Chief Amadeo Ortiz, the county's jail administrator, said the women transferred Monday had been sleeping on mattresses on the floor because there weren't enough bunks. County commissioners had declined last week to approve contracts to house inmates in Guadalupe and Brooks counties and were surprised by the sheriff's actions. Lopez said an emergency existed. The transfer will cost $39 per day per inmate. The state jail commission refused Thursday to lift a remedial order that requires the county to comply or face legal action. The jail population Tuesday night stood at 3,700, below the certified maximum of 3,766. Ortiz said that didn't mean compliance. He said some men would have to sleep on the floor. 'For instance, we have 20 inmates who have tuberculosis. They have to be sequestered in a pod that holds 48 inmates. That's 28 bunks that are empty,' Ortiz said. 'We apologize to the relatives of those inmates we had to transfer to Guadalupe County, but we had to do it for their own safety and security.' |
