| N.Y. Mayor to Merge Probation, Corrections Departments |

In a cost-cutting move, Mayor Michael Bloomberg announced plans December 26 to merge New York's probation and correction departments, and named the head of the probation department to oversee both agencies. The move comes a month after the last correction chief resigned amid allegations of corruption and abuse of power. In taking over the correction department, Martin Horn will oversee the supervision of more than 15,000 inmates daily. As chief of the Department of Probation, Horn already heads an agency that monitors about 80,000 adult offenders each year. Bloomberg did not know how much money the proposed merger would save the city. He said he was considering merging other departments as well, but did not offer specifics. As correction head, Horn replaces former City Correction Chief William Fraser, who left the department in November after two officers told investigators they had been paid for some work at his home four years ago, violating city ethics laws. The Department of Correction is investigating the allegations against top officials including Fraser, whom the deputy wardens union had given a no confidence vote. |
