| Death Has Phillips Prison Looking at Staffing Issues |

The third death in a two-year period at Phillips State Prison in Buford has prompted the Georgia Department of Corrections to look at how it trains its staff. The prison is one of just a few facilities in the state designated for mentally ill prisoners. At least two of the three deaths involved mentally ill victims. William Seigler, 32, allegedly killed his cellmate, 47-year-old Arthur Umberhand, last Sunday. The incident happened in the mental health unit at the prison. A lawsuit was filed last year against the prison saying the facility was probably going to have another incident unless it changed its policies. The lawsuit stated the facility was negligent and lacked training and had indifference from the warden. A DOC spokesperson would not comment on staffing at the prison. The case is under investigation. |
