Five months after issuing a scathing report on conditions inside Connecticut's juvenile detention center for boys, Attorney General Richard Blumenthal and Child Advocate Jeanne Milstein said last week that not much has been done to correct problems there. They criticized the Department of Children and Families, which runs the Connecticut Juvenile Training School, for failing to address issues cited in the supplemental report including staff behavior, 'critical incident' policy, treatment plans, and maintenance. DCF Commissioner Kristine Ragaglia said considerable work and progress had been made at the facility but more time is needed to work on the issues raised by the attorney general and child advocate.
