At a meeting of the Snohomish County Law and Justice cabinet last week, the Corrections Chief unveiled a preliminary plan to reduce crowding the county's jail by maintaining a strict cap on the number of inmates. The move would require the Snohomish County Sheriff's Office, Everett Police Department and other jail users to more carefully monitor who they decide to lock up and why, said Andrea Bynum, county corrections director. The proposal has been under study by corrections officials for about a year. It is one option the county can use to make sure it no longer exceeds a self-imposed maximum of 557 inmates. The jail, designed for 447 inmates, frequently has more than 600 people behind bars, with many sleeping on mats on the floor. The county has made the jail population cap part of its policy this year out of concern that it could be found in violation of civil rights by not addressing the overcrowding. |
