Hillsborough County faces two lawsuits alleging county jail officials caused the death of an inmate three years ago. The family of Brian Armstrong, 41, said Armstrong was in good health when admitted to the jail, but when he was bailed out a few days later he was near death with bruises all over his body and his brain bleeding. The federal civil rights suit and a wrongful death case in Hillsborough County allege jail employees used excessive force against Armstrong, hurling him to the floor and causing a fatal brain injury. State investigators have said Armstrong was injured when he tried to get out of his cell and correctional officers pushed him back in. The lawsuits allege officers kicked and punched Armstrong while he was on the floor. |
