Lawmakers: Mozambique Prisons Overcrowded and Unsafe
By Associated Press
Published: 03/18/2003

Mozambique's prisons are grossly overcrowded and unhygienic, lawmakers said recently.
Virgil Ferrao, a member of the ruling Frelimo party, visited a prison in the western region of the country and found 450 inmates crammed into cells meant to hold only 90 people.
Another ruling party lawmaker, Cecilia Matches, said she found inmates held in a crumbling old house that is meant to serve as one of the country's high security prisons.
Prisoners, many of them ill, were being held in poorly ventilated basement rooms transformed into cells, she said. In 2000, 83 people suffocated to death after being held in an overcrowded prison cell in northern Mozambique.
The United Nations has said many Mozambican jails were unsafe and unhealthy and noted that many prisoners suffer from diarrhea, malaria, skin diseases and pulmonary infections. AIDS is also a major problem in the prisons, with no special help for inmates who were victims of the disease and few programs in place to prevent it from spreading.
