Inmate's Suicide Blamed on 'Privacy'

A Kendall County (Texas) Jail inmate who killed himself March 11 apparently did so when jailers gave him privacy to change his pants, Justice of the Peace Debby Hudson said last week. 
She based that account on interviews with jailers about Estaban Chacon's death and - despite resistance from Sheriff's Department staff - a review of the video that showed Chacon hanging himself. 
Deputy Chief Weymath 'Snubby' Groff said the man's death was reported to the Texas attorney general's office and the Texas Commission on Jail Standards. 
No other information will be released, he said, until the department's investigation ends. 
Hudson said her preliminary inquest showed Chacon, 47, didn't display suicidal tendencies when booked over the weekend on a charge of possessing heroin. He was being held in lieu of $10,000 bond. 
Chacon told jailers March 11 that he'd soiled his pants, she said, 'so they brought him a new uniform and gave him some privacy to change.' 
The video shows Chacon using the second uniform to try to secure his cell door, Hudson said, and then ripping a sheet into strips, tying them to together and hanging himself. 
It wasn't clear how much time elapsed from the delivery of the new uniform to when Chacon was found hanging at 12:29 p.m. 
Emergency responders couldn't revive Chacon. Hudson pronounced him dead at 1:03 p.m. 
Hudson said jail staffers were cooperative but said sheriff's investigators refused to give her access to the video, so she had to obtain a subpoena for it. 
'When I took the video, (Kendall County Sheriff Henry Hodge) became irate, saying this is their evidence and they needed it for their investigation,' she said. 'However, it's required for both the autopsy and my investigation.' 
Chacon's suicide is the eighth by a county jail inmate in Texas this year, he said. At least two other Kendall County inmates have attempted suicide since January.
