Ex-prisoner Loses Lawsuit on Sexual Misconduct at Jail

An Oklahoma City federal jury has found in favor of a jailer and the former sheriff of Jefferson County in a sexual misconduct lawsuit.
The civil lawsuit filed by former Jefferson County jail inmate Julie Anderson named jailer Hullen Ray Turner, former Sheriff Don Allen and the Jefferson County Board of County Commissioners as defendants.
Anderson accused Turner of forcing her into unwanted sexual acts including sodomy, rape and sexual battery when she was an inmate in the jail in April 1999, according to her complaint.
The complaint stated Allen was liable for damages because he failed to properly supervise Turner, and because he knew the jail's female inmates were at risk for such attacks but decided not to take preventive steps.
Anderson was in jail on charges she resisted arrest in the Jefferson County city of Waurika.
During closing arguments, defense attorneys argued Anderson could not be trusted because she was a multiple convicted felon and an admitted 20-year methamphetamine user.
Anderson's attorneys said there was a videotape of one of the alleged attacks on their client, but the tape was missing. They said the assailant in the tape matched the description of Turner.
Jurors deliberated for about five hours before returning their verdicts. Anderson rushed out of the courtroom shortly after hearing U.S. District Judge Ralph Thompson read the jury's decision.
The verdicts for Turner, Allen and the county commissioners ended a nearly 2 1/2-year legal process.
Anderson was seeking actual and punitive damages in excess of $75,000.
